The Upper Level is an area of Walled City 99. The City is built on two levels, this upper level, and the Lower level.
On the upper level is Midtown, the Jail, the Neco Corporation factory, and housing for the middle and upper classes. The main area of the level is occupied by Midtown.
Garbage has been dumped from the Upper Level to the Lower Level for a long time, which is why the invasion of Zurks began there. The Upper Level is better protected from them, but the main problem there is the power of the Sentinels, which is dangerous for Companions because of the possibility of going to Jail for any minor offenses.
On the Upper Level there are two elevators (part of the Elevator and a Midtown Elevator) and a metro station. There is no access to both elevators for the Cat and all Companions.
