Teddy is a Companion in Stray, who can be found just outside the Dufer Bar in the Slums, wearing a Grandma-knit scarf (which is actually a cape).
In the first Slums cutscene, you can see that they limp when they run, because their leg seems to be injured, but they can walk normally.
