The Small Bucket is found on the ground in Chapter 2: Dead City. There are in fact four buckets in the same area, so that the player is likely to find one whichever way they look within the room.
The bucket can be picked up and carried to a ventilation fan, where it can be dropped to jam the blades and allow the Cat to pass through.
The buckets are not stored in the inventory (at the time, the Cat does not have access to it), so are one of the game's few Carryable Items.
