The Postcard is an inventory item in Stray that is stolen from a wall by B-12 at the end of Chapter 3: The Flat. You need to show the postcard to Momo to start the notebooks quest.

Trivia

• The stamp is the "Marianne l'engagée 2018" stamp, designed by Yseult Digan aka YZ, and engraved by Elsa Catelin. The red version is for priority letters for next-day domestic delivery, with a similar design being used in other colors for other values and types. Probably not the right stamp for overseas airmail, but there may be an exception made for postcards.
• Montpellier is of course the home of BlueTwelve Studio. It is a coastal city, and there are cultivated palms on some of the beaches. It's the other side of the country from Paris, so the Paris post mark likely just means the card was processed through the airport there.
• "Bob" could be short for "Roberto" - Seamus' name in some of the game files. There are also a couple of Annapurna staff that it COULD be a reference to though it seems unlikely: marketing manager Maile Robertson and global QA manager Adam Robert Jones (not in the Stray Credits).
• The address 75204 is indeed in Dallas, Texas. There are at least 40 Avenues in that zipcode, but none seem to match the obscured name.
• Ollie C Seidel may be a reference to the deceased cat Oliver in Stray's credits?
