Paint buckets can be found in various places around Walled City 99, and some of them are interactable in some way, causing them to fall and result in a splash of paint.
In Chapter 2: Dead City, a line of paint buckets on a ledge blocks Cat's way, and at least one must be knocked off the ledge in order to proceed past them. Another nearby must be dropped in order to break open the path forward.
In Chapter 4: The Slums or Chapter 6: The Slums - Part 2, two Companions, Vapora and Mito are throwing paint buckets to each other. If made to drop them, the mess created attracts another, Kosma, opening the path to a quest goal.
In Chapter 9: Antvillage, May uses paint to draw, so her paint buckets can be toppled onto Sores, though this is only for amusement, and is not required for any quest.
