It's the newspaper Kaarl reads at the bar. He says "This is the newspaper from the people living above, on Level 2. It's a few years old but it's something to read." This newspaper looks pretty thick in his hands, it is printed in Midtown, and it has its photos in it.
The text of the newspaper is difficult to distinguish from the texture, but it is this newspaper that lies on the table in Doc Secret Laboratory, and we have an excerpt from it:

This newspaper is printed in Midtown too. As the name implies, this newspaper is dedicated to fashion, and environmental issues are also discussed in this issue. Big text on its texture can be distinguished:

Other newspapers visible in the game are just filled with text without pictures. It is very difficult to distinguish it, but most likely it is gibberish, for example, in one of the headings the word "MODOATLORSTMSIT" is distinguishable.
Trivia[]
- Newspapers can be found in Control Room Area, although this Alphabet was invented by Companions after the extinction of people, but "According to the mainframe, no one has been here for years". It is unknown who and when left these newspapers there, or is it just a reused asset that doesn't make much sense.
