These Keys are found on a pegboard in an office of the Jail, and unlock the cell where Clementine is imprisoned.
The office is across the hallway from the cell where Clementine is imprisoned. To get inside, the Cat will need to go out through the window of an adjacent cell, and come back in through a window on the far side of the office.
The keys are not stored in the inventory (at the time, the Cat does not have access to it), so are one of the game's few Carryable Items.
