The Bucket Pulley is similar to the Bucket-Zip-Line, in that it is a bucket that the Cat can climb into, in order to fall under gravity to a distant place below, that could not be reached merely by jumping.
The difference is that the Bucket Pulley falls vertically down large drops, against a counterweight, as opposed to the Zipline, which falls at a shallow angle across large gaps.
The buckets cannot be picked up or otherwise interacted with, and on jumping out, the buckets rise back up to the top of the "ride". They cannot be ridden back up.
In game-design terms, both of these devices are a "one-way gate", which allow the Cat to go down, but not return up.
For speedrunners, it's worth noting that you can jump out quite some time (perhaps a second) before the bucket comes to a stop.
